Why Congestion Pricing Wrecks Your TMS Toll Estimates

Most TMS toll plugins use static rate tables. Congestion pricing changes every 6–15 minutes on managed lanes — and that gap is quietly inflating your freight estimates.

Managed lanes — I-495 Express in Virginia, I-77 in Charlotte, SR-91 in California — price dynamically by occupancy and time of day. A TMS that stores one rate per plaza per axle class will be wrong whenever the clock crosses a peak window. Sales quotes generated at 9 a.m. for a 4 p.m. pickup often use off-peak tables while the truck enters at peak.

  1. Time-stamped rate lookups at quote time and dispatch confirmation
  2. Authority feeds refreshed faster than daily batch imports
  3. Explicit handling of express-only segments where cash is unavailable
  4. Route geometry that includes managed lanes when truck profile allows
  5. Separate forward and return time windows for round-trip drays

Our plugin stored one SR-91 rate. Peak runs were eating $30 per trip we never quoted. Switching to time-aware plaza rates fixed margin on three lanes we'd almost dropped.
